Illegal dumping of construction debris in Pune has become a major concern for the Pune Municipal Corporation (PMC). The PMC has now taken strict measures against construction professionals and contractors who are found guilty of dumping debris in rivers, drains, and public spaces. Additional Municipal Commissioner Prithviraj BP has issued orders to immediately halt construction on sites found violating these regulations, revoke contractors’ licenses, and seize vehicles involved in debris dumping.

This move comes after repeated violations despite earlier warnings. A specialized team has been formed at each zonal office to monitor and enforce these directives. Construction debris, including soil, stones, cement fragments, and brick dust, is being dumped in riverbeds and drains across Pune, leading to artificial land creation, narrowing water channels, and causing flooding during heavy rains.

In response to severe flooding in the Mutha River area in July 2024, a committee was formed by Municipal Commissioner Dr. Rajendra Bhosale to address the issue. The committee’s report highlighted how riverbed encroachments and blockages worsened the flood situation, leading to intensified efforts to tackle the problem.

According to the new orders, strict action will be taken against violators, including seizure of vehicles involved in dumping debris, imposition of fines, cancellation of construction permits, blacklisting and deregistration of contractors, and filing of legal cases. Additional Commissioner Prithviraj BP emphasized that non-compliance with these rules will not be tolerated.

To ensure effective implementation, a patrol squad has been established, comprising various officials who will operate under the supervision of the Deputy Commissioner of the respective zone. The squad is required to submit action reports every 15 days, with disciplinary action threatened if they fail to act against violators.

The administration has directed regional offices to provide staff support for the patrol squads in an effort to curb debris dumping and prevent further environmental and civic damage. This initiative aims to hold contractors and construction site operators accountable for their actions.
