The proposed tariff limits the net metering benefits to power generated and consumed between 9 AM and 5 PM, with energy used outside of this window being billed at standard rates. This move is expected to decrease the financial viability of rooftop solar installations and contradict India’s Net Zero by 2030 goals. Additionally, it may raise production costs for industries, potentially leading to job losses and business relocations.
Furthermore, there are concerns regarding unfair tariff changes for residential solar consumers under the new proposal. Currently, solar users are billed based on their net energy consumption. However, the new proposal includes both self-generated and purchased energy in tariff calculations, leading to a potential 255% increase in electricity costs for residential solar users. This could also give MSEDCL control over privately generated solar energy.
Home-based professionals are also facing higher tariffs under the proposed changes, with new categories for businesses like small flour mills, private tutors, and professionals working from home. This could increase financial strain on freelancers and professionals, raise uncertainties about the impact on regular work-from-home activities, and pose risks of misuse by field officers, resulting in consumer grievances.
Additionally, the proposal includes additional grid support charges for solar users and KVAH-based billing for high-load consumers above 20 kW, potentially leading to penalties for maintaining poor power factors.
Consumer rights groups and industry stakeholders are calling for the rejection of these proposed changes, citing concerns over energy affordability and sustainability. Critics argue that the new tariff structure discourages the adoption of renewable energy and places an unfair burden on consumers. Jayesh Akole, a concerned consumer, has urged policymakers to take immediate action to ensure a fair and consumer-friendly electricity policy.
