Dr. Abhishek Haridas, Manish Deshpande, and Abhijit Khedkar have filed a complaint with the Chief Secretary, alleging that the RTO bypassed the mandatory e-tendering process. They claim that the RTO directly invited tenders via the Motor Vehicles Department’s website, benefiting three companies—Rosmerta, Real Mazon India Ltd., and FTA HSRP Solutions Pvt. Ltd.—who were awarded contracts worth crores.

The activists are particularly concerned about Rosmerta, one of the companies involved, which has a controversial track record. This company has faced allegations of malpractice in the past, and despite being cleared of charges, it continues to face complaints in multiple states. The activists are questioning why this company was awarded the HSRP contract in Maharashtra.

They also pointed out that Maharashtra has significantly higher HSRP installation rates compared to other states. For example, two-wheelers in Maharashtra cost ₹450, while in Gujarat, it’s only ₹160. The activists are demanding action against the RTO and the companies, accusing them of violating the state’s e-tendering policy and overcharging vehicle owners.

In response, Maharashtra Regional Transport Commissioner Vivek Bhimanwar has denied any irregularities and stated that the tendering process was conducted as per state government guidelines. He claims that the prices include GST and are consistent with those in other states. However, the activists are not convinced and are calling for a thorough investigation into the alleged corruption and overpricing.
