The Pune Municipal Corporation (PMC) is pushing the Maharashtra state government to speed up the notification process for establishing the city’s street vendor committee. This request comes as the impending Model Code of Conduct for the upcoming assembly elections threatens to cause further delays in forming the committee, which is crucial for regulating street vending activities in Pune.

The Maharashtra Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2016, requires the formation of a town vending committee to represent street vendors and oversee their operations. Despite completing the election of committee members and appointing other members over a year ago, objections from local organizations led to revisions in the appointments. The revised list of members has been submitted to the state government for approval, but the necessary notification has not been issued yet, preventing the committee from functioning.

This delay has also stalled the approval process for the PMC’s town vending scheme, which aims to regulate street vending and address concerns related to vendors’ livelihoods and city infrastructure. Without the notification, the committee cannot review and approve the scheme, leaving street vending regulations in a state of uncertainty.

The PMC’s legal department has highlighted that the committee can only be considered officially formed once the state government issues the notification. Without this legal formation, any actions taken by the committee would lack validity. The Urban Development Department has yet to respond to the PMC’s proposal, further prolonging the process.

With the Model Code of Conduct for the assembly elections looming, the PMC’s encroachment department is urging the Urban Development Department to expedite the notification issuance. Failure to do so could result in continued delays in regulating street vending, impacting both vendors and city residents. The urgency of the situation calls for immediate action from the state government to ensure the smooth functioning of the street vendor committee and the implementation of necessary regulations.
