Residents of Bibwewadi in Pune were left outraged when they discovered that a 7-acre plot in their area was being de-reserved from the Hill Top Hill Slope (HTHS) zone. The plot, owned by a prominent developer, was set to be declared as a Residential zone, causing concern among the local community. Adding to their frustration, the state urban development department had plans to de-reserve more plots owned by developers and landowners in the area.

The decision to de-reserve select plots from the HTHS zone sparked accusations of favoritism towards developers, with residents feeling that the government was not considering the interests of the poor and middle-class individuals who had built homes in the area. The HTHS reservation prohibits any construction on the plots, leading to existing structures being deemed illegal.

In response to the backlash from residents and BJP MLA Madhuri Misal, Chief Minister Eknath Shinde intervened and stayed the order of de-reserving the developer’s plot. He instructed the urban development department to review the decision and submit a fresh proposal considering the entire HTHS zone in Bibwewadi, which is home to approximately a lakh people.

Misal, who had written to the CM expressing concerns about the selective de-reservation of plots, met with Shinde and Deputy Chief Minister Devendra Fadnavis to address the issue. Following the meeting, the CM passed an order to halt the de-reservation of select plots and instructed the department to reevaluate all land parcels in the HTHS zone.

The decision to reconsider the de-reservation of plots in Bibwewadi was welcomed by residents and Misal, who expressed gratitude to the CM and DCM for supporting her efforts to advocate for justice for the poor and middle-class residents in her constituency. The move aims to address the longstanding grievances of residents who have been impacted by the restrictions imposed by the HTHS zone.
