The Maharashtra Societies Welfare Association’s chairman, CA Ramesh Prabhu, also highlights the lack of implementation of virtual hearings despite clear government directives. He notes that recent circulars from the Cooperation Department explicitly support virtual hearings, indicating a disconnect between policy and practice.
Advocates for the reform argue that virtual hearings should be integrated into the existing Sahakar Samvad portal for filing complaints. This would not only be convenient but also ensure access to justice for all. The right to a fair hearing should evolve with technology, according to Parab.
Complex cases related to deemed conveyance and redevelopment issues would especially benefit from online hearings, the federation argues. By aligning with the principles of autonomy and welfare that the cooperative movement is built on, virtual hearings can enhance the vision of a welfare state.
