The Pune Metropolitan Region Development Authority (PMRDA) has made a significant change by transferring the responsibility for water supply from developers to local municipalities for new construction projects. This move aims to simplify the approval process and address the challenges of providing a sustainable water supply in the rapidly expanding areas under PMRDA’s jurisdiction.

Under the new directive, municipal corporations and municipalities will now be responsible for ensuring water provision in rural areas within a 5-kilometre radius of municipal boundaries. This includes 23 villages recently incorporated into the Pune Municipal Corporation (PMC). Developers will now need to obtain a water supply certificate from the designated public authority as per the Development Control and Promotion Regulations 2018.

While this change is expected to benefit construction companies by streamlining approvals for new projects, it raises concerns about the capacity of municipal authorities to extend water services to these newly added areas. The PMC and Pimpri Chinchwad municipal corporations are already grappling with water supply issues, and the lack of infrastructure readiness could lead to delays in issuing necessary certifications for development projects.

The timing of this regulatory change has sparked political speculation, with some questioning whether it was made to favor developers ahead of the upcoming assembly elections. Critics argue that this decision may prioritize the interests of builders over the broader public interest.

As the implications of PMRDA’s decision unfold, developers and municipal authorities will need to navigate these new dynamics and ensure a balance between urban development needs and water supply challenges.
