With the Pune Regional Transport Office (RTO) set to introduce a new mandate requiring all vehicles registered before April 1, 2019, to switch to High-Security Registration Plates (HSRP) by mid-January 2024, more than 24 lakh vehicles in Pune will be affected. 1. All vehicles registered before April 1, 2019, including commercial vehicles, must replace their old registration plates with HSRPs. This includes a whopping 24,28,589 vehicles in Pune alone.
2. The deadline to affix HSRPs is March 31, 2025. Non-compliance after this date will result in fines and denial of vehicle-related services like transfer of ownership.
3. Vehicle owners can apply online through a portal being developed by the National Informatics Centre (NIC) in collaboration with the transport department. The entire process, from application to installation, is expected to take seven days.
4. The switch to HSRPs is driven by advancements in technology, particularly the adoption of the Intelligent Traffic Management System (ITMS) on highways. HSRPs offer enhanced security features such as a tamper-proof design and a unique laser-etched identification code.
5. Despite the benefits, the mandate has faced criticism from some quarters. Motorists have questioned the urgency and necessity of the change, while the Autorickshaw Union has called for an extension of the deadline due to the large number of autorickshaws needing HSRPs.
6. Vehicle owners will have a six-month compliance period after paying the fees to replace their old number plates. Failure to do so will result in fines and denial of services.
7. The implementation of HSRPs is expected to bring benefits such as enhanced tracking and security for vehicles, improved traffic management through ITMS integration, and a reduction in vehicle-related crimes.
